Negotiated with the Rouse Company regarding a public funding assistance package to support development of this anchor-less retail project on the Elizabeth River in the downtown area. The Festival Marketplace offers dining, shopping, nightlife, attractions and several local festivals and events, and connects via a waterfront promenade to the nearby baseball stadium (Harbor Park), a naval museum (Nauticus) and the waterfront neighborhood of Freemason Harbor.
