Assisted the City in determining its response to, and participation in, Enterprise Development Company’s intent to develop a specialty retail facility in downtown Richmond, the nation’s first non-waterfront, non-freestanding festival marketplace, that led to a reduced level of direct City funding in exchange for development of a public parking garage with UDAG funds on an adjacent City-owned parcel not far from Virginia Commonwealth University.
